Luis G. Soto serves as the Chief Operating Officer of Vista Security Services International (VSSI), overseeing operations in Florida and Puerto Rico. With more than three decades of combined experience in law enforcement, corporate leadership, and directing large-scale operations, Mr. Soto brings a results driven approach to security operations, compliance, and client relations. At VSSI, he is responsible for developing and enforcing operational policies and procedures, managing day-to-day operations, and ensuring compliance with state and federal regulations. He leads the company’s strategic planning efforts, supervises finance and human resources functions, and drives business growth through strong client partnerships and sustainable operational models. His leadership ensures that VSSI consistently delivers professional, compliant, and client-focused security services. Mr. Soto’s career highlights include directing and supervising corporate operations, managing multi million-dollar budgets, overseeing aviation security compliance with DHS and the Miami-Dade County Aviation Department, and managing large-scale payrolls and licensing requirements. In this role, he also directed private contracts, residential communities, and large-scale operations at the Port of Miami and Port Everglades, ensuring regulatory compliance and operational effectiveness across both critical infrastructure sites and private sector accounts. His portfolio of work includes extensive experience in directing and overseeing operations for HOAs and condominiums throughout South Florida, tailoring solutions to meet the unique needs of residential communities. Before transitioning to corporate leadership, Mr. Soto served for more than a decade as a Law Enforcement Officer in the Specialized Community Policing Unit with the City of Perth Amboy Police Department in New Jersey. He also served as a firefighter, further grounding his career in public safety and emergency response. Mr. Soto holds multiple certifications and licenses, including Florida Security Manager (MB), Security Instructor (DI), Class D and G licenses, TWIC credentials, and various law enforcement and emergency management certifications. These qualifications reinforce his expertise in compliance, risk management, and professional training.
