My Story

Jose A. Riollano Irizarry -  is a retired Airport Management Director from the Puerto Rico Ports Authority, where he dedicated more than 28 years to advancing aviation operations, safety, and compliance. Over the course of his career, he became recognized as a subject-matter expert in FAA 14 CFR Part 139 airport management, airport compliance applications, and airport self-sustainability programs.

From 2016 to 2024, he served as Director of the Aviation Bureau, overseeing the Puerto Rico Airports System, which encompasses two FAA Part 139 certified airports and seven regional airports. In this capacity, he was responsible for designing and implementing comprehensive compliance programs, including airport self-inspections, ARFF operations, maintenance protocols, wildlife hazard management, and land-use inspections. His leadership contributed to raising the operational standards of both certified and non-certified airports across the island, ensuring adherence to FAA regulations, AIP programs, and advisory circulars.

His professional journey reflects not only technical expertise, but also a deep commitment to strategic development, safety, and efficiency in aviation. With a Master’s degree in Business Administration with a concentration in Management, he brings a strong academic foundation to his work. He is bilingual in English and Spanish and is a FAA-certified Private Pilot, further enhancing his understanding of aviation from both an administrative and operational perspective.
Beyond compliance and aviation management, Jose A. Riollano has developed skills in logistics, transportation, occupational and environmental safety, security operations, and large-scale operational management. His experience has equipped him to provide valuable insight into the complexities of airport and transportation systems, as well as the regulatory frameworks that govern them.
